Report: Heathrow plans 'lacks coherence'

LONDON, May 21 (UPI) -- A British government agency called for an independent review of plans to expand London's Heathrow airport, a report published Wednesday said.

The Sustainable Development Commission disputed the British Department for Transportation's claims on benefits that would arise from adding a third runway and a sixth terminal to Heathrow, The Times of London reported.

The report said a "lack of policy coherence across government is contributing to confusion and uncertainty."

The report said the government should set up an independent investigation to review the expansion plans.
