U.S. markets recover from steep losses

MOSCOW, March 4 (UPI) -- The head of Russia's consumer rights organization said that one-fifth of the toys sold in the country in 2007 didn't meet the country's safety standards.
"We have practically lost domestic toy production," consumer rights group head Gennady Onishchenko said Tuesday. "The toys are brought to Russia mainly from China. Apart from moral and ethical education, elementary safety is in question."
Onishchenko said the consumer watchdog agency Rospotrebnadzor inspected 260,000 toys last year and "20 percent of them failed to meet toxicity and other requirements."
Lead paint used on toys was one example of toxicity problems, the news agency Itar-Tass reported.
