HANOI, Vietnam, Jan. 18 (UPI) -- Vietnam is building a $450 million oil refinery in cooperation with Hong Kong business interests.
The Hong Kong General Chamber of Commerce signed an agreement with Vietnam's Binh Dinh province for the construction of the facility in the Nhon Hoi economic zone, the Oil & Gas Journal reported Tuesday.

The project is expected to be completed in 2010. Vietnam is Southeast Asia's third-largest oil producer.
