Under the agreement, announced Sunday, the two countries will formulate uniform specifications for communications in the run-up to starting work on the IP network.

Japan, a hardware giant, and India, a leading software maker, plan to combine efforts with a view to making Asia's information communications technology the international standard.

The declaration confirms that the two countries will hold regular bureau chief-level talks and cooperate in the development of high-level software indispensable to the next-generation network.

The two governments plan to cooperate in other fields, including the development of technology for fourth-generation cell phones, which can transmit and receive at high speeds quality pictures similar to high-definition images.
