FCC adopts new local phone rules

WASHINGTON, Feb. 20 (UPI) -- The Federal Communication Commission Thursday relaxed some of the rules that large regional phone companies must follow to open their networks to competitors. The FCC ruled that while phone companies must make their networks accessible to competitors, the price of that access can be adjusted on local market conditions.
