Bank One economist Diane Swonk
Tuesday said a pre-emptive strike against Iraq before the end of the year would have a positive impact on the U.S. economy in 2003. Swonk said that though oil prices likely will spike with an attack on Iraq, the long-term outlook is for a downtrend.
