WASHINGTON, Sept. 27 (UPI) -- Freddie Mac on Friday said mortgage rates fell to their lowest level in 31 years as the possibility of a war with Iraq increased and new money flowed into the bond market, driving down yields. Freddie Mac said the average rate on the 30-year loan to homebuyers fell to 5.99 percent.
