Japanese envoy to sail for U.S.

TOKYO, April 29, 1913 (UP) - Ehara Soroku, who will sail for California on May 3 aboard the steamer Mongolia, will investigate the alien land law situation as the representative of the seiyukai, or constitutional party. He is an elder statesman, a member of the house of peers, and in his mission to the United States he has the unofficial approval of the emperor and the ministry, but he will not visit California in an official capacity.

"While in the United States I will endeavor in a private capacity to solve the California land question from the standpoint of justice and equity," Soroku said today.

The kokuminto, or opposition party in parliament, also will send a representative to California within a few days, it was learned.
